The National Recovery Plan supports the digital transformation of healthcare – see what funding is available

The Ministry of Health has announced a call for applications under the competition titled “Accelerating the digital transformation processes in healthcare through further development of digital services in the health sector”. This initiative is funded by the National Recovery and Resilience Plan (KPO), with a budget of PLN 3.131 billion. The competition is addressed to medical entities qualified under the so-called hospital network.

What is the National Recovery and Resilience Plan (KPO)?

The National Recovery and Resilience Plan (KPO) is a comprehensive program of reforms and investments financed with EU funds as part of the “Next Generation EU” instrument. Its main goal is to rebuild the economy after the crisis caused by the COVID-19 pandemic and to increase its resilience to future challenges. KPO includes actions in areas such as digital transformation, green energy, healthcare, education, mobility, and innovation.

As part of implementing KPO, Poland has committed to carrying out a series of structural reforms and using the allocated funds in a transparent and efficient manner, in order to accelerate the country’s modernization and improve the quality of life for its citizens. The digital transformation of healthcare is one of the key elements of this plan.

What can healthcare funds be used for?

Funds provided under the competition announced by the Ministry of Health can be allocated to comprehensive initiatives aimed at the digitalization of medical facilities. Below are the key areas eligible for funding:

Implementation of AI-based solutions

Hospitals may invest in AI tools designed to optimize hospital processes and staff workflow. These include, among others:

In addition, it is possible to connect to the Central Medical Data Repository and integrate with the Intelligent Services Platform, which will enable more efficient patient data management.

Expansion and implementation of Electronic Medical Records (EMR)

Funding can be used for the purchase, expansion, or upgrading of IT systems for managing electronic medical records (EMR), including:

  • integration of EMR systems with central platforms (e.g., P1 – the national medical information system),
  • staff training in the use of EMR systems.

Modernization of IT infrastructure

Funds may also be allocated for the purchase of modern computer equipment such as workstations, laptops, or servers, as well as investments in backup power systems like UPS units. An essential element is the expansion or modernization of internal IT networks—both wired and wireless—to ensure efficient data transmission across all units within the facility.

In addition, it is possible to implement systems for storing medical data, such as disk arrays, backup systems, or cloud-based solutions, which enhance the security and availability of critical information needed in the treatment process.

Implementation and development of digital services for patients

The development of e-services is also supported, including:

  • e-registration,
  • e-notifications,
  • e-results,
  • electronic access to treatment history,
  • patient portals and mobile applications.

Cybersecurity

Investments can be allocated to enhancing cybersecurity in hospitals—an increasingly critical area in the face of growing online threats. The aim is to protect patient data and ensure the resilience of hospital IT systems. The amount of funding available depends on the hospital’s reference level and may range from PLN 1.025 million to PLN 12 million. The funds can be used for:

  • purchasing security systems (firewalls, antivirus software, threat detection systems),
  • implementing incident management procedures,
  • conducting security audits and penetration tests.

System integration and interoperability

System integration and interoperability is another key area eligible for funding. This involves ensuring effective collaboration between various healthcare IT systems, such as HIS (Hospital Information Systems), RIS (Radiology Information Systems), and LIS (Laboratory Information Systems), as well as their integration with external platforms like the eWUŚ patient eligibility system.

These efforts may also include adapting existing solutions to standardized communication and data exchange formats, such as HL7 or CDA. This streamlines the flow of information, reduces data duplication, and increases the security and accessibility of medical records.

Training and process transformation

Funding may also cover:

  • training on the use of new IT solutions,
  • support for change management and the digitalization of administrative and medical processes.

Objectives and benefits of the investment

The main goal of the investment is to improve the delivery of medical services by supporting the digitalization of the healthcare sector. As a result, patients will gain faster access to diagnosis and treatment, while medical staff will be able to provide services more efficiently. The expansion and integration of Electronic Medical Records (EMR) will enable easier access to e-test results, oncology treatment plans, diagnostic cards, and other medical documents.

Support from the e-Health Centre

On April 9, 2025, the Ministry of Health signed an agreement with the e-Health Centre (CeZ), which committed to developing central tools and services to support hospitals that receive funding under the competition.

  • Submission method: Applications must be submitted exclusively in electronic form via the CST2021 IT system, available at https://wod.cst2021.gov.pl/, in accordance with the rules outlined in the competition guidelines.
